just make sure whatever theme / template you buy has editable photoshop files, preferably pre-sliced. if so, take some tutorials on photoshop basics (web basics help too). just dont pass this type of work off as your own.

Templates that you want to edit are independent of the code ...
When editing template, modifying only the appearance...

If you use some of the templates made for WordPres, Joomla etc., the easiest way to edit them is within applications, through the css file (edit template from CP of WP or Joomla)...
Basically it changes the background image, and the easiest way to locate the same and replace it with a new name and equal dimensions ...
You can play and with colour and font size...
Any other changes can bring you a headache if you're not that experienced ...

If you have a free web template, do it in the CSS file (find in the index.html class and id names of the elements that make up the page (div tag mostly) ...
All relevant things related to design is described in .css...

developers dont just re-code themes to look good, it takes more than just coding. it also takes editing the visual elements or having them edited. re-coding is really pretty tricky and one wrong dot and your site could crash.
