Using the words 'best' or 'expert' e.t.c in page titles?

    What do you think of using the enticing words in your page titles such as 'best, expert, quality' e.t.c? Looking at my competition I see some of them simply list the keyword in the title while others use these enticing words before the kw, I am thinking since google won't penalize you for using enticing words then why not use them if it may encourage the reader to go to your site?
