    Will this affect rankings?
    For instance...

    <title>Blue Widgetsâ“’ are sold here</title>

would the â“’ after Widgets hurt rankings?

Meh, I doubt it. Stuff like that or - or | is typically just ignored.

No it doesn't. Do you actually have any metrics to qualify your assertions?

Why would you want to put it in your title? You don't copyright trade/product names.

I'd assume the OP meant (R) not (C) -- still, the question qualifies

Lol, someone always has to ask why. I was using the (C) as an example, I meant any symbol ;)

There is a document out there that stated "special characters" should not be used. There is no reason to use it anyway, so I would just be safe and not use it.

I'm with catanich. Keep it simple in the Title. The special characters might not show up in the Serps. or be translated incorrectly. There's a post on this at Joomladigger called:
Do Not Use Quotes or Special HTML Characters in Your Article Titles

I know this is invalid because it does show up correctly.

Better not use the copyright symbol. It's not good to use special characters in title tags.
