Using #link to link to content on site and effect on SEO

Using anchors in your links to other pages on a website is more useful for the visitors since it takes them directly to the content they are seeking. However, does Google/Yahoo read these links as different links? Does it treat a link with an anchor and without an anchor exactly the same?

Example: Page A links to Page B with these links:

    http://www.example.com/page.html#text
    http://www.example.com/page.html

From the search engine's perspective is there any difference between these two?

    Thanks. :)
