H tags are treated as important text. Does anyone know if say you just put all text in H2 or H3 tag. Would that be of any benefit?

Exactly. And this is the type of idiotic over-optimisation Google has been targeting. The SEO is negligible to non-existent anyway. The OP needs to focus on his audience, not stupid tactics for search engines. More important would be to ensure there are no broken internal links, the site is easy to navigate, works the same on smartphones and tablets, valid HTML (one stupid mistake could render a link useless or a page not to display properly in a particular browser, etc), good content and so on. You know, stuff for the audience, the human visitors, the ones who actually read content and spend money. Funnily enough, bots don't do that (news flash?).
You have to make sure that h1 tag is used once each page, there is no limit of h2, h3, h4 etc.. You can use these heading tags according to your requirements it should look natural too. If you started using 3 times h2 or h3 tags on each page, it is not natural to the search engines.

Usually any webpage title hierarchy created into below way: Main Title (represents/describes the whole content within page) Sub Title (represents/describes sub-topics within main topic) Sub Titles of Sub Titles (represents/describes sub-topics within parent sub-topic) So the usage of Hx tags should also be in above order. Main Title (H1, H2, H3 etc.) Sub Title (H2, H3 etc. but should be lower than Main Title) Sub Title of Sub Title ( H3, H4 etc. but should be lower than the parent Sub title) Just maintain above uniformity over all webpages. So Google will automatically understands the hierarchy/priority of Hx tages. Conclusion: It does not matter which Hx tag you used but how uniformly you used Hx hierarchy to all over the web pages. Where is it written that it is compulsory? Google will find the "keywords" in the document irrespective on H1 tags. Emphasis is largely placed on meaningless stuff. Do you think your audience really gives a damn whether it is H1 or not? It can help with document structure/presentation, but for the person reading the page (the human) there is no difference between it being H1, span or anything else. What matters is the content - if it's good.
Including your important keywords in your H1 tags will not improve your ranking but might increase your CTR. But adding all the text in Heading tags will be really stupid and spammy.

But as long as header tags are concerned, you may get very small importance by search engines for that keyword (but not much now a days). Also it depends on competition for that keyword too.
