    You should contact adsense yourself don't trust someone who is selling his product. I don't think it is compliant

    I know people utilized this method in the beginning- not sure what Google's stance is on it now, however.
    Seems to me it is fine.
    No reason to pay somebody for this though- it can easily be accomplished by the novice webmaster.
    Would definitely contact Adsense support before publishing to be sure.
    That whole "do not draw attention to ad units" thing needs to be taken seriously.

    Well when creating a background for your ad you must understand when you are crossing the line. By making visitors be "tricked" into clicking the add is not tolerated by Google, however a more friendly type of background that does not entice the visitor to click the ad is permitted.

    Well in the sales page you can find.

    However it's better to contact Google directly about this product.
    The product is already a few years old an as you all know Google has changed a few things in the adsense tos. (Blending, image next to ads)
