Using AdWords to determine CPC - can you still do this?

    I tried this just now and it doesn't seem to be suggesting a CPC like it used to - could someone run it through me in an easy step-by-step please? It asked me what maximum CPC I wanted and it just had 0.01 next to the box and left me to my own devices. Surely not?
