It sounds like you already know the answer. But I'll offer my advice.

If you and your mods don't mind occasional manual work to validate whether something is legal or not, then let it continue, but delete the obviously illegal content.

If you don't have time for it, then nip it now before it gets out of hand and then post a policy promptly so that your users know the new rules.

For reference on how to handle it, find the largest general chat forums on the web and search their forums to see how they're handling it. I bet you'll find the info fairly easily.

Yeah sharing ripped dvds and such can get you into trouble. I don't even allow entire articles to be posted on my site.

Nope, unless your hosts allows it, which I doubt. And if your host allows it, it's because they are most likely:

Not located in the USA, and in a country where the copyright laws are not effective.

If your host finds out you might get a warning or get your account suspended. I know it's sounds tempting, but encourage them to share FREE and legal stuff instead. Also stay away from violent/pornographic content as your host may not allow that as well.

Exactly. I didn't want to post a link, but there are many off-topic forums (some pretty big ones) that deal with this on an everyday basis and you can go on there and search for terms like "illegal" and "pirated" to get an example of how their admins/moderators step in and stomp on this activity while still maintaining a very fun environment.

Keeping that open sort of environment really builds a community and people are pretty accustomed to illegal and pirated content getting shut down by mods (and sometimes even getting banned for posting it repeatedly). Yet they still come back. They visit the forums to meet up with online friends and ask questions ultimately, not to get a free movie/song/etc. If they really want that stuff, they know where to find it.

Good luck with your forum. Be firm but respectful with your users and all should be fine.
