User Feed Link on WP blogs, plugin or something else?

    Hi, if you visit some web development blogs you might see some of them with the feature at http://www.designshard.com/ (under user link feed) or here http://www.noupe.com/ (under the add news section) but how are they doing this?

    I dont think theres a plugin for this but quite a few blogs within this niche have this feature.
