Is there any point if you cannot set a radius?

That means it can only compliment square elements?

This an extremely important accessibility property. Its function is not to beautify.
It is a poor practice to mess with people's expectations

As an example, try to navigate this very site with the keyboard. It's a bloody pain in the ass.

So the outline property is used for functionality and not design?

It's an accessibility and usability design element. If your site is not accessible and usable (see @PoPSiCLe's comment), is is a FAIL.

There are ways you can communicate the same info by using highlights, other markers etc. on :hover and :focus as outline, but that might be confusing to the users. The outline IS annoying, design-wise, due to different looks in different browsers, and it often messes up designs.

    Please don't.
It won't, it'll just compound the problem.

Why are you answering questions about css when you have "no idea"?
