You should always use them! Not all search engines are still using them but (title, meta keywords and meta description) are still quite valueable SEO parts and more then good for meta tag SE's.
As per new algorithm of google, meta keywords doesn't play a very big role. But, it is stil an important aspect of on page seo, as you decide your title tag on the basis of your meta keywords
