Use of Social Circle in SEO

Do anyone here know what is social circle and how to use it in SEO??

 

join social sites, post articles or blog posts, then get the feeds, added to another social site~~~I think this is the circle!!!

 

it means your own friends, relatives, etc., whom you socialize with in real life.

 

you can see the special ranking(first page) for the sites in your network. but If I switch the browser the position is gone. Its strange when I'm still logged in.
