It is not right to use the same meta description for all the pages. Use separate meta description as well as different keywords for each page.
Meta keywords are useless in my point of view but meta description are useful to get better ranking if you want Google index your categories, which for my point of view I always stop Google for indexing my categories as its most time create duplicate content signal.
(1) You should have a distinct meta Description for each page. (2) Yes, meta Keywords may not be worth much, if anything, nowadays. But who knows? Maybe there is some benefit. So I do add meta Keywords to each new page. Why not? It only takes about 30 seconds.
as jim said, you can consider meta keywords. google not considering them, but some search engines like yahoo, bing still using meta keywords....

I think duplicate meta description is not good way to promote your website. so, you can use unique meta description and keywords for each and every category.
Use meta keyword for all category i think its not wrong but use meta description for all may be wrong. Write unique description for all category. Meta keywords have no value for Google but bing, yahoo do it. Meta description have value so try to write different for each.
Google robots is not crawling Meta keyword fields. If you are putting meta keyword field or not, not getting benefits of it as per SEO point of view. But Meta Description is too much important field as per Google SEO guidelines.
