"Let's assume" my adsense account got cancelled some time ago and I registered a new one under the name of...my mom. And that it got accepted. I made a little agreement with her, like if google sends in money, she takes it under her name and gives it to me, while I manage the whole online thing because let's assume my mom knows nothing about the internet. Does this go against the TOS? once again, I said "let's assume"

It's unethical. If you were banned from AdSense, we don't want you back. I say we as the Google AdSense publisher community, the Google AdWords advertiser community, and the Digital Point webmaster forum community. Use Clicksor or Yahoo! Publisher Network. Don't come back to Google if you're banned. You were banned for doing something unethical and stupid - we don't want you back.
It's not me! It's my mom. And she's still eligible to be an AdSense publisher. we all learn from mistakes dear
You can rationalize it any way you wish but it goes against the TOS. If you don't believe me write to Google Adsense support and ask them.
