On and off Page optimization is very important. On page is make your site SE friendly like title, meta tag , content etc.. OF page is the promotion to get traffic from SE eg link building, article submission etc
They are both important in SEO. But Off page optimization weighs heavier in search engines. You can still rank a keyword for a site even though it is only pure off-page.
