1-Do I need to be resident/citizen of USA to have a card ?
2-Can a guy who live in USA , have to credit cards with same account, and send me one of credits cards (out of USA)
3-If your answer is yes for 2nd , will the fees will be same for taking cash from ATMs ?

Please help me where to find info regarding to best USA bank to buy a debit/credit card ?

    Thanks

Most banks worldwide issue Visa/mastercard branded credit cards and they are perfectly acceptable in US and most countries in the world.

PS: Is it for paypal? they accept most credit cards from banks around the world

Credit card, usually yes. The credit card companies pull your credit file using your social security number. If you do not have one of these, chances are slim to none the issuing bank will ever find you.

However, you might be able to get a Staples credit card if you get an EIN.

To get a debit card, you need a checking account. To get one of these, you need to satisfy the YKYC (you know your customer) regulation. This is usually done by walking into the bank - see Getting a United States Bank Account for more information and links that will help show you that Bank of America will be the easiest bank to walk into to get an account.
    Yes

Ok, now yes is the correct answer to that question, but of course for the sake of argument I will answer that the person has to fully trust you. If I sent you a credit card with a $100,000 limit and you ran that up the first month, are you going to pay me back?

And then if you don't pay me back, I will either be out the $100,000 or claim bankruptcy.

Would I send you credit card? No, not in a second.
Usually with a credit card, ATM fees are usually higher because the issuing bank is extending you money and not physical goods.

A company could potentially get the product(s) back that you charged but with money, who is to say where it went?

With a debit card, the fees vary per country and the issuing bank. For example, if I have a Bank of America debit card - I can be in Puerto Vallarta, Mexico and use the Santander Serfin banks with "no charge". There is a charge but we won't get into that.
Best is always a word that is difficult to describe.

I use Bank of America, Well Fargo, and Washington Mutual. Each of those banks of their good points and bad points. Check the link above on information for getting a United States bank account.

Corey Bryant - Thank you for your detailed info. A guy who lives in USA I am sure will trust me, and I trust him. And I prefer him to buy a debit card , not credit card. But he only lives there, working and studing(Not a citizen). I hope he can open a bank account and get 2 debit cards :)

I will ask him to visit Bank of America and apply for bank account to get cards.

If he will walk into the Bank of America and will describe that he needs the account and card to use with paypal, I hope bank operators can help him ??

There are really two types of prepaid cards being mentioned here but they are distinct. I think some posters are referring to a Virtual Credit Card (VCC) as a "prepaid card." While there are gift card style prepaid Visa and MasterCards, I recomend a preloaded debit/credit card. Unlike a VCC, these don't put your PayPal account in jeapordy, etc. One easy way for your friend to get a card is via a company like "Netspend." While restrictions on banks have increased in this post 9/11 era, it's possible for non-citizens to get an All-Access card with valid foreign government ID like a passport or alien registration card. I think it takes 30 days for the account to be completed with the documentation but I hope the advice helps. Take care and let us know how it works out!
