usa/ca bank account for pp verification

I see people on b/s/t section offering anonymous usa/ca bank accounts for pp verification...

first of all... is this possibly legal?? I don't see how you could make a bank account without social security number, which if stolen, is a felony crime.

It seems though people are doing this... but how? Does anyone have any idea how this is done.
