US/UK Backlinks and Pr Update?

    i wnat to know that is it good to make backlinks now a days after panda updates and how to get quality us/uk backlinks? and when will google give pr to website is their any time that after 2 or 3 weeks google update the pr of sites?

    The last PR update was august 2nd so would expect the next one to be around early november.
