1) That is a testament to how desperate people are to make a buck in today's economy.

2) A tribute to free market (via the black market) economics. Immigration is a valuable commodity with demand, government rations supply through price controls, entrepreneurs react. Competition among entrepreneurs drives down prices well below government cost.
