Depends really on the CMS you're using, if any. With wordpress and others, they'll translate the comma into an URL escape character (%2C) which may cause issues. (It does with file uploads)

    I'd stick with the period.

I'm not sure I've ever seen St. Louis spelled with a comma after the St so my preference would be to go with the period.

For me, I would prefer not to use a comma nor period for it is already understood.

Actually you can as long as it's used within a file name or a directory name. You can't use it as part of a domain name though as a comma is a restricted character.

I'd say, remove both the 'dot' and the 'comma'. And, use '-' instead of '+'

You shouldn't use dot nor comma. Use just " - " and letters+numbers. That's the best SEF link.

If it was up to me I would do...

    domain.com/tags/videos/St-Louis-Rams.html

Basically, remove the comma and period and use (-) instead of (+) to separate the keywords.

    Regards,
    Mark

Try to use dash - when you're separating multiply words URL it's the best choice ;)
