Is there any seo difference between the two URL examples below

    easy:
    mydomain.com/article.aspx?/life/1234/my-new-article-1-title
    mydomain.com/article.aspx?/life /1235/ my-new-article-2-title

    more complicated way:
    mydomain.com/life/1234/ my-new-article-1-title
    mydomain.com/life/1235/ my-new-article-2-title

    thanks

Why not setup a SEO friendly 301 redirect from the first URLs to the second ones?

There are two differences, in regards to SEO factors.

    1.) keyword proximity in URL
    2.) URL length

Both of these factors are relatively minor factors. They aren't even in my last of top 25 things to consider on a page when optimizing for search engines. However, since you asked, they are factors, however minor.

For #1, keyword proximity in URL, what that means is the closer to the front of the URL your keyword is, the better. In this case, I'll assume that 'my new article 1 title' is the keyprhase you are targeting for that page (becuase if it's not, it should be). When you don't have that additional 'article.aspx?' in the URL, the keyword is actually closer to the front, giving it more importance. It also makes it appear that the page is closer to the web root, making it less 'hops' from the homepage, which also makes it more important.

For #2, this used to be a much bigger factor than it is today, however, I belive that URL length is still a minor factor.

    For #2
