My client did a meta refresh redirect from domain A to domain B. I
told them to do 301 redirect. But they stick to meta only. Now more
than 2 weeks have been passed when they did meta rediect, and the
traffic now has been lowered to almost half.

I know that they did not do a 301 redirect and that's why the traffic
has been lowered. I think if they now do a 301 redirect and change the
meta refresh code, then the new site will be able to get more traffic.
can 301 again be applied after 2 weeks?
    What do you think ?
    All answers are apprciated !

301 is always best, and can be done at any time.

Presuming you offer seo services, you should know that 301 redirect is used for search engines and for the pages that are already indexed and ranking already in the SERPs. For users, it won't matter if it is 301 redirect or meta refresh redirect.

If the pages are still indexed and ranking, then you are able to apply 301 redirect, if not it will not matter really.
