I dont believe there is any list like this, each directory has its own approval time depending upon the traffic and pending links. So i don't think you can find any such FAST APPROVAL list.
Hi, fast approval directories are usually full of spam, if you put your links there they are of no value for search engines. So adding anything there is really a waste of time.
