It is quite likely that the person does not exist. Loads of such e-mails floating around the internet- it is not worth your time or money to report him.
delete it and forget it. nothing good ever happen from those things and is a waste of time. i signed up for a seo service a while back and now have about 200 of those sitting in my spam box.
you've been done the ones i get are usually for at least $25M I usually just forward them to abuse@whatever domain it says to reply to so that if anyone does fall for it hopefully the address will be closed by then.
I am totally amazed how people continue to actually pay attention to emails like this. Is it spam they ask? WHAT ELSE CAN IT BE? Do you know the person? Has the Department of Minerals or whatever in South Africa or anywhre else ever contacted you before? Do you think they would need you - or anyone else for that matter - to transfer money? This is why spammers still exist and will continue to do so...because people actually still insist on opening, reading and even taking action on unknown, unsolicited and untrusted emails. People...please ignore this type of rubbish and perhaps then the practise of spamming will not be as lucrative for the idiots who do this for a living.

This is often referred to as a 419 scam. Check out 419eater.com - these guys demonstrate a lot of the scams (and trap the scammers).
