It is called Region / city targetting - rather than country targetting.

This functionality is not available globally.

Also, "England" is not the country. I'm always confused with the structure of the United Kingdom but
I think "England" is the targeted region. So, it's displayed as the 4th line of ad text.

In conclusion, only regions / cities can be displayed on ads. As far as I know there's no way to display
    country names.

    Hope this was useful.
    Regards,

When in your geotargeting you choose some particular area it comes along with the ad text.
For e.g i am targeting Houston in Texas, so Houston,TX is coming in my ad copies.
