URGENT Excel help needed - 30 usd!

I have a table like this:
v_products_code - v_problem - v_skin - v_age

It includes data like this:

123456789 - 1,3,6 - 4,6 - 3,6

And it should be able to create a new line for every number on v_problem, v_skin and v_age.

The new line should contain these values:
products_attributes_id - products_id - options_id - options_values_id

123456 - 1 - 1
