Uploading a index.html vs website builder

Does building a index.html with MS FrontPage then uploading it to the root file on the host drive hurt my SEO rakings or have any negative effects?

I had been using free hosting and free included design programs until recently. I decided to sign up for a paid go daddy hosting account, but I didn't want to pay for the website builder so I have just been uploading my index.html and content to the root file.

A website needs an index.html, .htm, . php so that it shows a page of your site when people go to your domain, not just the list of files on your server.

GoDaddy is OK, but there are better and less expensive hosts.

I don't think it hurts your SEO, but you need to remember that when you save file with Frontpage there is always a part of code like this:

no it does not affect your SEO efforts. Go Daddy is good but look for other less expensive services.
