Yes some providers do lure you in with a "Welcoming" price but the renewal cost will be the "Actual renewal rate". This is pretty common practice especially with license fee increases that can also play a part. Migrations from your old hosting provider to the new provider is normally free (Depending on how much data of course). There are a lot of providers out there that will assist you with the migration process.
