I think using some kind of link network or method for getting lots of low quality links has been problematic for a long time. There is nothing new here.
Quality, organic, natural.... linkbuilding never be penalized, non my & my clients website penalized ever..... Quality Still Dominate........ However, new updates ease the entry for new website... anybody can expect better ranking with fewer backlinks
As long as you have solid linking strategies you wont be harmed by these updates. My websites continue to rank number 1 for many terms that drive traffic day by day. I have held these terms for well over a year now.
The word "quality" has different meanings for different people. I hear people say "quality" but then when I see the links they built so often it is total junk that will land an anchor text penalty virtually guaranteed.
