up to 3 ads units?

    I read at google's adsense Help and found that "some times only 1 or 2 ads units are allowed to put in a page."

    Normally it should be 3, but at what condition, only 1 or 2 are allowed?

    You are always allowed up to 3 ad units, but many people prefer to put fewer.

    If you read that in something Google wrote, then it is probably a very rare circumstance that G would contact you about directly - otherwise, I wouldn't worry about it.
