Buying Unwanted Micro Niche Sites - Undeveloped or non-promoted sites - EMD preferred

I am looking ot pick up sites that people maybe started building but lost interest, or they dont have time to backlink them or whatever. Maybe they are half done and need more content, or need backlinking, or having trouble ranking, any of those things is ok.
