You can still use an unverified Paypal account but I doubt that you'll be doing a good business with it. Lack of trust from buyers / sellers combined with system limitations against the "Unverified" status of your account, these put together wouldn't sound too good to me.

Well, unverified accounts are accounts with limited temporary accounts. The reason why they allow unverified accounts is because sometimes banks and credit card statements don't come instantly and members may need to wait up to a month to get them. This is the grace period to allow one to enter the expander use program codes.

Of course, there is nothing stopping you from buying or receiving money but there will be a permanent limit to what you can do before you cannot send out or withdraw your funds.

Because anyone can open a paypal account, unverified accounts are not trusted by respectable paypal users because it is unsecured and there is no way to determine that you are a real or even trustworthy person. There are a higher level of frauds from unverified accounts than from verified accounts.

If you plan to keep your account unverified then it is no point starting a paypal account at all. Find some other solutions in which you can verify and do everything above board.
