You Wont find it Buddy, and for That Price, Never even in your Dreams, and if you do, I Guarantee that it will be a fly-by-night host.
>>> Ability to edit Php Functions (or have them edited to my settings) >>> Ability to install media server Remember, it's a vps. It's your server, you can install anything you want on it or edit php until your hearts content. Hosts don't admin your server for you, it's all yours to do with as you please pretty much.
unmetered disk space for a vps? Looking at your post you may be confusing VPS with shared hosting, you should do a bit more research on what you need. You're not likely to find "unmetered" VPS offers because most resources there are guaranteed, lowering the risk of overselling.
I agree with these fellow members that you won't find a host with the price of $30.00 a month for unmetered transfer and bandwidth. Maybe like 25 GB space and unmetered transfer if your lucky but even that is fishy.
I think you should definitely be able to find something that would suit your needs and budget. Just do a little research and read honest reviews. Then give their customer service a call and see how fast they are to respond to a support ticket. You can see some references in my sig if you are interested in learning more about some reputable hosting companies.
I'm not sure you will be needing that huge disk space, you probably better off getting something like 20GB to start with it is always good to upgrade space when you need them later it will save you some bucks trust me
