Im not really sure you could get a license below $3. Unless you own a license which wont make sense as it is for one installation only and you wont be able to use it again if the client leaves your service.

Am i right in stating http://www.whmcs.com/resellers.php as the official prices for bulk purchase? minimum being $7.2/month for a monthly lease. Im so skeptic as i see no possible way of providing a valid license for a hosting in under $4.

Also can you define unlimited?

 

I have edited this post as the posted pmed me and sent me a few websites with valid WHMCS, and two that show WHMCS Not activated yet i will repost once the two new websites clamed to have vaild licenss install there WHMCS but untell then i will edit this post.
