Unlock forums in PHPBB

hello,

i created three forums in one forum.
one forum is unlocked, two is locked and nobody can not create new topics.

how unlock this forums ?

Go into the admin panel, look at the newly created forums, as if editing them, there is an option "copy permissions" they do not show up if you have not set permissions, so if all are the same, on the same screen it will also say "copy Permissions", just choose one of the other created forums to copy those settings.
