You will be sent a yearly subscription from Paypal that should you wish to cancel before the end of the first year, you will not be billed for the second year. There is no set up fee, you pay $10 and then 1 year later another $10 for the next year and so on.

Yes you can host a wallpaper site as long as the downloadable images do not exceed 25GB per month in data transfer, webspace of course is unlimited. You have unlimited DT on normal pages, not downloads.
