I'm new to Google analytics and was curious how Google decides whether a visitor is unique or not?

A unique visitor has a unique IP address, Not matter how many time he visits your site per day, If he has the same IP he will count as 1.

That means that unique visitors should only be viewed on a day by day basis? I know my IP changes everytime I either restart my computer or restart my modem.
