Can I work on my websites that aren't making money and still legally obtain unemployment benefits?

You should be able to work on them and claim them as a hobby. However, you may not be able to monetize it in any way because that could be considered self employment. Honestly, if you are not making money on them, they will probably never find out. But, if you really want to cover yourself, just transfer the sites to someone in your family that you trust. Just make sure to transfer them back before you start making real money!

More than likely they won't ever find out about them unless you start claiming them on your taxes.
