Underdog domain frequency cap level?

This is just a simple question, when you fill out the pop up settings before you get the code what does domain level frequency cap mean?

 

The higher the Cap, the more popups would appear.

I was under the impression that it was just the opposite. The higher the number and the less frequent popups would appear. The numbers correlate to how many hours a popup will appear for a unique visitor. As an example 24 equals one popunder for each unique visitor for every 24 hours, while 12 equals one popunder for each unique visitor for every 12 hours, and 1 would equal one popup for each unique visitor every 1 one hour.
