Well you can use royalty free images for your site. I get them from http://www.sxc.hu/ I use photoshop and create my own pictures from these royalty free ones for my sites. It is great.
Everything has a copyright on it.. What you are looking for is, as sarah said, royalty free images.. Do a search for that and you will find plenty of sources..
