I'm aware that most of uncle sam's material are in the public domain, where are some of the places I can find them? How do I know for sure that I can use them freely.

Don't tell me to go to gutenberg or to buy some out of print books because my topic didn't exist before the 1920s.

Where's a good place to get public domain material from uncle sam which have newer topics?

I use their content all of the time for my road rage site. Search for NHTSA. After reading a ton of articles, and stats...
