Unapproved application sent to old email

I cannot create an adsense account. I keep getting this message: Account Not Active
An AdSense account does not exist for this login, as it is associated with an unapproved application. For more information about your application, please review the message we sent to the email address you provided with your application.
Problem: I no longer have access to that email account. I tried creating a new account but keep getting told someone else already has that account. I know they do, it's me.

 

Create another acocunt with new and active email address... That is the problem of frequent changing of email.. LOL

 

I have tried, now I have 4 email accounts with them. But I'll try again.

Why don't you email Google and explain the situation? explain that you do not have access to the email account the review message was sent to? I'm sure they will help you out, trying to create different accounts will only make matters worst.
