I am facing similar issue from, i am unable to send payments as well. After reading paypal reply, i tried sending payment to someone in US and surprisingly it went through. So looks like paypal is blocking payments from Indian paypal account to another Indian PP account.

Here is thread i started http://forums.digitalpoint.com/showthread.php?t=1943977

Earn Easy: You mean to say that funds in PP account can be sent as domestic transaction in India ?

So now i see many with the same issue.
Any ideas why is this suddenly happening.
Last i remember it was the Personal Payment Issue (now no longer available under send payment options)
We all in India should look for another option for Domestic Send and Receive.
    What are the options ??

yes right. only pp balance funds can b sent. cc funded fund cant b sent. if u have 0 balance in paypal but u have credit card in backup , u cant pay domestic. but if u have 100 in pp balance , u can use these fund to pay domestic.

Latest Notice when i try to send money (domestic) from CC funds:
"We notice that you are attempting to pay an Indian resident user. The payment you initiated has been blocked. PayPal only facilitates international payments and cannot be used for domestic payments within India. We suggest you find alternate methods to complete the payment. If you believe that the person you attempted to pay is not based in India, please contact PayPal customer support."

But why has this action been taken all of a sudden ?

Payment from balance are going through, its just that that they are blocking credit card payments. You never know they may suspend payment from balance as well in future.

Its paypal, they are adding lot of restrictions for Indian account holders. The thing i do not like about them is that they do not inform upfront about all these problems.

I see this kind of thing all the time.

Unfortunately buddy, you cannot do anything about it - and nor can the staff over at PayPal. It's part of their system - PayPal will compare and analyze each standing account, and from your original post, the person you're trying to send money to is either experiencing difficulties, or is perceived as a high risk by PayPal.

Try sending money from your Bank Account. If that doesn't work, then forget it.

    Hope that helps,
    Lynn.

I was trying to send money to `Adube Systems,' (manufacturers of leading programs like Phutushop etc.), their US payment gateway uses an intermediately Indian payment gateway (e-junkie). My payment to Adube was stopped because the Paypal system believes that I, an Indian, was sending money to `e-Junkie,' an Indian payment gateway. In the meanwhile, I have explained the scenario to Adobe and they have provided me with an alternative. They also agreed that they know about the Paypal problem and are looking into it. I shall be forwarding my query along with the mail of Adube to Paypal tonight.

I'm afraid this will not help because the issue is related to RBI.
Paypal has implemented this restriction due to RBI restrictions.

BTW did you use credit card to pay adube. Try to pay with paypal fund.
