Improve your keywords' quality score by increasing CTR:

    1. Create tight ad groups
    2. Enter more ads to the rotation and optimize the ad copy / bolding / ad-to-keyword relation
    3. Note the match type, search terms and add negative keywords (if the match type is not Exact)
    4. If you already have maximized the quality score consider splitting the costliest keywords to a separated campaign, that will target only the more profitable segments, by: geo location, time, device, network (search partners yes/no)
    5. Go for the long tail search terms, like an ad group with the keyword '+seo +service' while all the campaign's other keywords are set to ad-group-level negative, for instance -"seo service" (negative phrase match)
    6. If you've set a "conversion" on AdWords try using the Conversion Optimizer feature

It might happen that you take all these actions and the CPC stays high due to competition.
    That's the risk you're taking

what is your QS ? QS matters and a bit CTR. CTR depends on QS. So the game is of Quality score of your keywords. Just using SEO services will cost you much and get you less conversations as peoples are just looking for SEO services and after your site they will look for another to compare prices etc for sure. A better approach would be "SEO services in Texas" or whatever your location target is, long keywords will give you better CTR + Better conversation plus less cost. You might have to update your landing page here and there to improve the quality score. Note that it updates once in a while so you might not see the changes instantly.

Some tips to improve it will be like this -

put keyword in the heading of your ad copy
the keywords should appear few times on your landing page

Some tips to increase the CTR will be improving the ad copy
"Local customer get 20% discount" in the description line for the keyword "Seo-services-in-Texas" will grab more click than "the best seo services on planet".

    Hope it makes sense.

What is your qs? That plays a huge factor in this. Also make sure your site is fully optimized for seo, I know it sounds silly but that's the way it is now with adwords.
