Aha, at last i've found this out. I used someone's services in the Buy sell trade forum as soon as i joined, so naturally they would like me to leave them feedback, but i haven't been able to. Guess i'd better think of something to say to get another 23 posts haha.

Eligibility to post in certain categories and leave itrader is set by a CRON job. It is not set instantaneously. All things happen in good time. As noneed states, the system is obsolete so don't let it be a stressor.
You can't give or leave an iTrader feedback if you are in Peon status. A required number of posts are needed to access the page of the person you are trying to leave feedback with. Hope this helps.

Yep... since we are the entity settings up the transaction for payment, we know who actually paid, who was refunded, who did a dispute, etc. So based on that, we also know who should be allowed to give reviews.
