    @mobilize I think what digitalpoint is trying to say is this is not an error message. There's no error message there. It just tells you there that that option must be used to receive feedback.

    If you wish feedback you need to link your PayPal account to DP. To link your PayPal account to DP, click on your userID next to inbox link (upper right hand corner of page), Click link for third party accounts and set up the link. As I remember your PayPal must be a business account, not a personal account.

    If you do not want feedback, uncheck the box on set up screen pictured, and proceed; however, if you are going to be doing business on DP you will want to use the feedback option.

    I tried it, I linked my paypal account and unchecked and checked the box for feedback. I also tried the same without linking my paypal account. Same error appears.

    If it's an issue of you not getting an error message, but also not able to submit, disable addons that alter the page (for example Ad Blocker blocks way more than just ads).
