Your question makes absolutely NO sense. EVERYTHING is UI and UX-design - how GOOD that design is, varies, of course. But even the most atrocious 15-level drop-down menu using flash is UI and UX, just not a particularly good one. Hence, you don't really have a question. It's a little bit like asking "Hey, guys, I wanna buy a car. I like orange. Please advice on orange car". Or something along those lines. What you should be telling us, before you ask anything, is what you're planning to use your site for. The content on the site is what determines the design, and when you know the content, you can make informed decisions about how to best promote that content on the site.
You want to start with menu design?!? That is like starting the building of a house by buying grass seed and shrubs for the landscaping. Until you have content to build around you have nothing of value to put on a web site.
