    Law as a subject will sure give ahigh CPC but it can be extremely difficult to gain traffic unless you've on the right niche within law.

    I think if you are looking for quick earnings regarding law, your best bet would be to write up some law articles in a blog, or something of the kind.
    What "website" could you make on law? Apart from a law related web directory I suppose...
