You need a VPS or dedicated server. If you're just looking for some type of proxy you can tunnel via SSH using Putty if you have access with your shared hosting.
No VPS generally comes with a control panel. You either have to buy a control panel separately, or install a free one yourself. You shouldn't need any control panel if all you are doing is running a VPN though. You just install the VPN software.

Most VPNs use a lot of resources...particularly bandwidth, which isn't appropriate on a shared server. You can't have a small handful of people monopolizing the resources. Secondly, most shared providers will not have the necessary ports open for VPNs, due to the potential security risks associated with opening random ports. VPSs are so cheap these days, that you can pick a low-spec one up almost as cheap as shared hosting. It's not even worth teh hassle to even try to run a VPN on shared hosting.

Depends on if you can handle managing the server or not. If you have not dealt with linux or your own server before, you should definitely get a managed VPS. Unfortunately, that will raise the price considerably.
