.txt stuffed w/ keywords

    Is there any SEO benefit have a .txt file stuffed with keywords?
    i.e. url = www.domain.com/page.txt
    and contents are simply several thousand keyword phrases.

    I ran across this on a site - actually was in the G SERPS. I don't want to say who's site it is in case it's not a good thing...

    Can get banned for it. I am fully against any kind of Black Hat techniques.

    Thousands of the same keyword phrase? Like a keyword list? Or like an autogenerated text file?
